That’s from the 06/07 season of the CBC show “This Hour has 22 Minutes” - http://www.22minutes.com/ - , a weekly show that parodies current-events.
They did another skit this season (Show 5 - http://www.22minutes.com/index.php?page=video) showing how one can stalk a stranger via Facebook.
Hilarious. This has been out a while though.
